Licensed Outpatient Treatment Prison is not the only option when someone is arrested for a drug-related crime. For the right person, a community-based sanction means that the individual can get needed substance abuse treatment while keeping life as intact as possible--retaining a job, an apartment, and family and community ties. Community-based sanctions also permit the person to work at staying drug-and crime-free in a "real-life" setting, full of the usual temptations and challenges

Osborne's El Rio program is a highly structured and effective alternative to incarceration for parole violators and felony defendants mandated to treatment by the courts or community corrections agencies. New York City's first intensive (all-day) outpatient alternative to incarceration, El Rio accepts referrals from judges, prosecutors, probation and parole officers, and community-based programs. El Rio also provides substance abuse treatment to people who are involved with the criminal justice system as an alternative to incarceration.
