Rio
Prison is not
the only option when someone is arrested for a drug-related crime.
For the right person, a community-based sanction means that the
individual can get needed substance
abuse treatment while keeping life as intact as possible--retaining
a job, an apartment, and family and community ties. Community-based
sanctions also permit the person to work at staying drug-and crime-free
in a "real-life" setting, full of the usual temptations
and challenges.

 
Osborne's El Rio program is a highly structured and effective alternative
to incarceration for parole violators and felony defendants mandated
to treatment by the courts or community corrections agencies. New
York City's first intensive (all-day) outpatient alternative to
incarceration, El Rio accepts referrals from judges, prosecutors,
probation and parole officers, and community-based programs. El
Rio also provides substance abuse treatment to people who are involved
with the criminal justice system as an alternative to incarceration.

 
El Rio operates with a unique sensitivity to the needs of people
caught in the complex net of substance abuse and involvement with
the criminal justice system. The program's holistic treatment philosophy
unites a variety of traditional approaches, such as counseling and
twelve-step groups, with alternative methods.For instance, acupuncture--recognized
as a way to decrease the cravings associated with drug withdrawal--is
provided daily and on demand by well-trained staff under the supervision
of a licensed
acupuncturist. El Rio was the first program to fully integrate acupuncture
into a full-service drug treatment program, and continues to offer
the largest, most comprehensive non-residential and drug-free detoxification,
sobriety maintenance and immune-enhancement services outside the
City hospital system. In addition to acupuncture, the program's
services include nutritional support, complementary medicine, and
art therapy.

El Rio's
Court Unit screens potential clients, brings them into treatment,
and provides ongoing case management and monitoring
during treatment. Court unit staff appear in local drug treatment
courts to address clients' suitability for services and to report
on treatment progress and compliance.
