A first-generation Colombian-American, Jonathan Monsalve has dedicated his career to the fight for the humane treatment of all people interacting with our immigration and carceral systems, and for policies that uphold their rights and dignity. Jon became President and CEO of Osborne Association in October 2024, after joining the organization as Chief Strategy Officer the previous June.

In his role, Jon oversees one of the country’s oldest providers of direct services to individuals, families, and communities affected by the criminal legal system, with nearly 40 programs in New York’s prisons and jails and a policy and advocacy arm focused on children, families, and older adults impacted by incarceration. Under his leadership, Osborne has expanded its reentry programs, court advocacy and other diversion services, with new supportive housing projects underway in New York City, Newburgh, and Buffalo, and a free transportation program serving families across New York State visiting loved ones in more than a dozen prisons.  

Previously, Jon was Executive Director of the Immigrant Defense Project, a national nonprofit that works to resist the targeting of immigrants for mass deportation and imprisonment. He also served as Director of Brooklyn Justice Initiatives, a project of the Center for Justice Innovation, a national leader in criminal legal system reform. While there, he helped implement numerous sustainable alternatives to detention and incarceration programs aimed at changing the NYC bail system, sentencing, and the treatment of justice-involved individuals.

Throughout his career, Jon has partnered with nonprofit, private, and government entities and individuals to advocate on behalf of people impacted by the criminal legal system. He has broad experience managing organizational growth and change in a sustainable and inclusive way by creating cultures built on equity, inclusion, and growth.

Jon was among the leaders named to City & State’s 2024 Social Services: Above & Beyond list and received El Diario’s EL Award in 2025. He earned an M.S. in Criminal Justice from New Jersey City University.
