Supportive Housing Programs Get Boost with Liberty Landing Announcement

Governor Hochul’s $108M investment would create 74 units for people returning from incarceration

Governor Kathy Hochul has selected Osborne Association and Camber Property Group to transform the former Bayview Correctional Facility into a housing opportunity and a community asset.


The proposed project, Liberty Landing, would invest over $108 million in West Chelsea and provide 124 permanently affordable housing units and onsite supportive services for people returning from incarceration and those living with mental illness.

The latest New York City Housing and Vacancy Survey shows that the vacancy rate has plummeted to 1.4%, a level not seen in decades. This crisis affects everyone, including people who are returning from incarceration.


Thousands of people return to New York City from incarceration each year, and they face powerful headwinds as they restart their lives, including rampant discrimination in housing and employment. The Coalition for the Homeless estimates that every year since 2015, between 45 and 55 percent of people leaving state prison have been discharged to the NYC shelter system.


Meanwhile, safe and stable housing is demonstrated to be one of the most critical factors in successful reentry and avoiding reincarceration.

Building on a 90-year history and decades of experience providing reentry support, Osborne will expand on our growing housing portfolio with Liberty Landing. Our goal is to serve individuals newly coming home from prison or those that have experienced incarceration.


We will offer workforce development programs and specialized job training, family and relationship coaching, and support to build skills for independent living, along with connections to a wide range of services to stabilize people as they reintegrate. Over 9,000 square feet of community space will be used for programming tailored to meet the needs of young people in the surrounding area.


As we have done at our other housing developments, we will help create a caring community, one where residents find support from professionals and peers, and where the journey to reentry will begin with dignity and hope.
